In Abu Dhabi, surveillance is law — not a recommendation
Abu Dhabi regulates commercial security camera systems through the Monitoring and Control Center (MCC), under the emirate's security surveillance legislation (Law No. 5 of 2011 and its executive regulations). If you operate a shop, hotel, bank branch, warehouse or many other licensed activities in Abu Dhabi, Al Ain or the Dhafra region, your premises is expected to run an approved surveillance system installed by an approved contractor — and violations carry real fines.
Here is what that means in practice, and how to get it done without reading a single legal annex yourself.
Who is covered?
The regulations target commercial establishments, with requirements graded by activity risk. Commonly covered categories include:
- Banks, exchange houses and financial institutions
- Gold and jewellery shops
- Hotels and hotel apartments
- Shopping centres, supermarkets and retail stores
- Petrol stations
- Pharmacies
- Warehouses and industrial facilities
- Restaurants and cafés
- Residential towers and commercial buildings
Each category has defined camera positions, image standards, and retention periods. Higher-risk activities carry stricter specifications and longer retention.
The rules that decide pass or fail
- Approved installer. Security surveillance systems in Abu Dhabi must be supplied and installed by contractors certified for this work. A receipt from an electronics shop is not a security system.
- Mandatory coverage. Entrances and exits, cash areas, safes, storage, parking and building common areas per your category annex — with image quality standards per position, including face-identification quality at entry points.
- Retention. Continuous recordings kept for the period defined for your activity — plan for at least 30 days, with longer periods for financial and high-risk categories. Storage must be engineered for it.
- System integrity. Accurate timestamps, protected recorders, working cameras. A failed channel is a violation with a fine attached, not a maintenance backlog item.
- Confidentiality. Footage is for security use, handed to authorities on request — not for social media.
Specifications are updated periodically; the safe path is a design confirmed against the current requirements for your licence activity at the time of installation.
Deadlines that bite: licence renewal and inspections
Abu Dhabi ties security compliance to commerce: inspections happen, and non-compliant premises face fines and licensing complications. The expensive scenario is always the same — an incident occurs, footage is requested, and the system turns out to be undersized, misconfigured or dead. Compliance costs less than one such morning.
